At the heart of most of the problems -- are bad policies, bad laws, and a toxic anti-citizen culture. Some believe that "qualified immunity" is the most serious problem, but others contend that Terry vs. Ohio (which elevates officer safety over constitutional rights) is the biggest problem.

This is because police have not adopted methods to detect and deal with these and other common circumstances. In the end - citizens are harmed unnecessarily.
Entire police agencies retaliate against victims, witnesses, fellow officers who report police misconduct. Police agencies also retaliate against prosecutors and even internal investigation officers who investigate or prosecute misconduct.
Prosecutors and police are unduly motivated to win at any cost - including the use of physical violence and marathon interrogation that use unfair psychological methods to break subjects - and force confessions.

White Supremacy culture inside American police agencies has created a culture of racism and hate that translates into unnecessary violence and bad will towards minorities. This is one of the top problems facing America, because many White Supremacist affiliated police are perpetrating the most serious crimes in U.S. history (Derrick Chauvin wore WS theme t-shirts and a large percentage of police prosecuted for misconduct against African Americans - have ties to WS or other hate groups).
