Some agencies arrest hundreds of people without injuries and deaths. Other jurisdictions have extremely high levels of citizen injury, death and along with them - a higher rate of successful lawsuits. The lawsuits are extremely damaging to cities, counties and state governments, and they are increasingly making it difficult or impossible for certain cities to obtain liability insurance. The simple truth is - some cities hire and encourage law enforcement to be extremely violent and abusive towards every citizen they contact. The mayhem and deaths are often completely unnecessary. These deaths are completely preventable (to both citizen and suspect), when law enforcement uses the most effective practices and tactics.
